District Reorganization and Tier III Flexibility Transfers

The School Board recently approved the attached District reorganization plan at the May 14 school board meeting.  The Superintendent claimed it will only cost $29,000 from the general fund.  He is relying heavily on Program Improvement funds.  This growth in upper-level bureaucracy is a clear sign that the District has money.  However, wIll the Distirct now bring back all the services that have been cut over the last four years?  We are still not operating at the same capacity we were at before the economic crisis of the the last few years.  More disconcerting was the entire Board's silence on this item at the May Board meeting.  Not one Board member publicly questioned the costs of or need for this growth in upper-management bureaucracy. 

On a related note, at the June 11 Board meeting the District will vote on whether to sweep $952,123 of tier III funds into the general fund?  Is there a relationship between the reorganization and the need to sweep these funds?  Also, if programs are so important, as some Board members stress, then why sweep these funds out of valuable programs?  It will be interesting to see if any Board member questions the need for a $900,000 Tier III sweep.
